Well if you all insist ^^ but I won't be as last time, just so ou know in advance.
Kaoru Nagisa, the seventeenth angel, Tabris, the Angel of Free Will.[/b]
Hopefully, that should shed some light on him and his purpose. Being the last angel (or second last if you want to be picky), Kaoru is really not a man. Hell, he's not even human. But this does not make him any less of a being, and being the angel with Free Will, he can be as he wishes...
Kaoru's free will allowed him to take upon the form of human being. And by doing so he arrives in the place where believes Lilith is as he is supposed to... or rather on SEELE's directions (It's eluded to that an angels purpose is to combine with Lilith and initiate Third Impact)
Kaoru's free will allows him to appreciate the world in ways different from normal people. He sees beauty in everything, and Shinji was no exception. Although Shinji may not have understood Kaoru's intentions, Kaoru is an innocent character. He is just appreciating the world, attempting to discover his own purpose in it all.
'Why must he be the angel to cause third impact?'
This would have been a strong drive behind his character. He would have known this from the moment he existed. But he questioned it, and discovered humanity along the way. He came to understand them, and he realised that it was going to be either he who is destroyed, or the humanity which he appreciates so much will.
His final line in the series, "I think I was put on this earth just to meet you, Shinji Ikari. Thank you, my life has been meaningful."
What could that have meant? I think it's him simply voicing how Shinji has changed his view on things. Through Shinji he developed an appreciation for humanity, and realised it was he who dies, or humanity tht dies.
But this is also a significant point for Shinji, who is obviously confused about his feelings. The first person who was open to him about everything, was also asking him to kill him. What has Kaoru done? What was his point? To show Shinji what love was like. (Which sent him into a spiraling pit of depression, not like it wasnt coming already)
This line also takes on a new significance. The angels may have been to prepare humanity for Third Impact... (another one of my theories...)
So to answer:
Kaoru seems a little artificial, but that was his innocence. His purpose for befriending Shinji, I would believe, is innocent also - - he just wanted to have a human friend ^^
